Authorities will spend 17 billion on the National Spatial Data System

The government approved the regulation on the National Spatial Data System (NSDS). The basis for this NSPD are two information systems – the Unified Electronic Cartographic Basis and the Federal Portal of Spatial Data, for the creation of which the state will spend 17.4 billion rubles. The project also includes the creation of the Federal Network of Geodetic Stations and the State Geodetic Network.

National Spatial Data System

Prime Minister Mikhail Mishustin signed a Government Decree on the approval of the regulation on the federal state information system (FSIS) “Unified Digital Platform” National Spatial Data System “(NSDS). The creation of this system was provided for by the law adopted last year and the state program “National System of Spatial Data” approved by the Government.

The curator of the NSPD is the Federal Service for State Registration, Cadastre and Cartography (Rosreestr). The operator of the system will be the public law company “Roskadastr”, the creation of which is provided for by the mentioned law. The company is created on the basis of the state-owned enterprises FKP (Federal Cadastral Chamber) of Rosrrestra and the Center for Geodesy, Cartography and SDI (Spatial Data Infrastructure) and state-controlled joint stock companies – Rostekhinventarizatsiya – Federal BTI (Bureau of Technical Inventory) and Roskartografiya .

The National Spatial Data System will provide: search, collection, creation, storage, processing, provision and dissemination of spatial data; providing users with spatial data included in the system, including through the portal of spatial data; provision of state and municipal services related to the use of spatial data through interaction with the Unified Portal of State and Municipal Services.

What information will the NSPD contain?

The NSPD will contain the following types of information: information about natural objects, artificial and other objects, including information about their shape, location and properties, including using coordinates; information from territorial planning documents, urban zoning, territory planning documentation and other urban planning and design documentation containing information about existing and planned real estate objects; information about agricultural land; information about the borders of forest areas.

In addition, the system will have to contain information about the boundaries of zones with special conditions for the use of territories, territorial zones, the boundaries of public easements, the boundaries of territories of cultural heritage sites, specially protected natural areas, special economic zones, hunting grounds, territories of advanced socio-economic development, zones territorial development in the Russian Federation, gambling zones, forestries, the state border of the Russian Federation, the boundaries of the constituent entities of the Russian Federation, the boundaries of municipalities, the boundaries of settlements, coastlines, the boundaries of the Baikal natural territory and its ecological zones, as well as information about land surveying projects.

What state information systems will the NSPD interact with?

Providing the system operator with the information that is entered into the system is carried out within the framework of information interaction with the following state information systems (GIS): Territorial planning FSIS (supplier – the Ministry of Economic Development), GIS for urban planning (Minstroy), GIS “State Cadastre of Specially Protected Natural Territories” (Ministry of Natural Resources), unified federal information system on agricultural lands (Ministry of Agriculture), GIS “Unified State Register of Cultural Heritage of Peoples (Ministry of Culture), State Address Register (Federal Tax Service), Federal State Information and Analytical System “Unified Management System state property (Rosimushchestvo), state forest registry (Federal Forestry Agency), state water registry (Federal Agency for Water Resources), federal remote sensing data fund Earth from space (Roskosmos).

Of the information systems administered by the Federal Agency for Subsoil Use, interaction will be carried out with the Federal State Information System “Unified Fund of Geological Information on Subsoil” and the Federal State Information System “Automated Subsoil Use Licensing System”. Of the information systems administered by Rossreestr, the NSPD will interact with the Federal State Information System for maintaining the Unified State Register of Real Estate, the GIS for maintaining a unified electronic cartographic basis and the GIS “Federal Portal of Spatial Data”. In addition, interaction should be carried out with state information systems for ensuring urban planning activities of the subjects of the federation and regional spatial data funds.

Costs for creating spatial data information systems

The main for the National System of Spatial Data is two state information systems – the Unified Electronic Cartographic Basis (GIS EEKO) and the Federal Portal of Spatial Data (GIS FPPD). The creation of these systems is provided for by the federal project “Digital Public Administration” (TsGU) of the national program “Digital Economy”.

The agency responsible for achieving this result is also Rosreestr. For the corresponding purposes, the federal project of the Central State University provides for federal budget expenditures in the amount of 12.53 billion rubles for 2021-2024.

Previously, these goals were included in another federal project, which is also part of the Digital Economy national program – Information Infrastructure. According to this federal project, for the past period of 2019-2020. 4.13 billion rubles were spent on the creation of the GIS EEKO, and 730 million rubles were spent on the creation of the FPPD. Another 10 million rubles. was spent on the creation of a federal network of geodetic stations. Thus, in total for activities related to electronic cartography and spatial data in 2019-2024. the federal budget will spend 17.4 billion rubles.

Why do we need GIS EEKO and GIS FPPD

As planned at the Central State University, the GIS EEKO and GIS FPPD were launched at the end of 2021. The systems are being created by the Center for Geodesy, Cartography and SDI. It is also planned to create an information system for maintaining the federal fund of spatial data, integrated with the GIS FPPD and GIS EEKO.

A unified electronic cartographic basis is a set of spatial data on the entire territory of Russia. The creation of the EEKO is a transition to a domestic legally significant substrate with metrically accurate spatial data, Rosreestr explained. At the end of 2021, the EECS was 36.5% ready. By the end of 2024, the system should be 77.8% ready.

The Federal Spatial Data Foundation includes spatial data and materials obtained in the course of geodetic and cartographic work. Through the personal account of the GIS FPPD, the possibilities are implemented for submitting an application for the provision of spatial data and materials contained in the FPPD, EECS information and spatial metadata.

Federal network of geodetic stations

In addition, the federal project of the Central State University involves the creation of segments of the federal network of geodetic stations (FSGS) along with the integration of information from existing networks and their development. At the end of 2021, three such segments were to be created, at the end of 2022 – 85.

Satellite measurements are carried out using radio signals from satellite navigation systems. Satellite signals are received by the base station. Each base station is a receiver installed at a point with known coordinates and transmitting its main parameters to movable receivers. Base stations allow you to obtain accurate coordinates and heights, without the need to perform any measurements at geodetic points.

A unified system for managing the state geodetic network should allow improving the accuracy of determining coordinates, eliminating the appearance of new errors and litigation. In 2022, Rosreestr, in addition to the existing ones, plans to lay another 27 points of the fundamental astronomical and geodetic network.

The FGBU “Center for Geodesy, Cartography and SDI” is engaged in the creation of the FSGS. As explained in Rosreestr, the main goal of creating the FSGS is to unite disparate private geodetic stations. The network is planned to include geodetic stations created both at the expense of budgetary funds and at the expense of individuals and legal entities.

The inclusion of geodetic stations in the federal network is voluntary and is carried out at the initiative of their owners, Rosreestr assured. At the same time, the owners of such stations will be provided with equipment upgrades, metrological support and maintenance of a continuously functioning communication channel.

State geodetic network

Also, in the federal project of the Central State University, it is planned to carry out monitoring, examination and restoration of points of the state geodetic network (GTS). By the end of 2024, 40% of points should be surveyed. The state geodetic network is designed to establish and disseminate a unified state coordinate system, ensure mapping of the territory of Russia and ensure land use, cadastre, and construction.

The GTS is a set of geodetic points located evenly throughout the territory of Russia and fixed on the ground by special centers. The GTS also includes sites with permanently operating satellite autonomous positioning ground stations based on the use of satellite navigation systems in order to provide near real-time positioning capabilities.
