In Russia, the creation of an information system for the protection of human rights on domestic software has begun

The Office of the Commissioner for Human Rights in Russia launched a project to create its own FSIS, which is recognized to simplify the interaction of citizens with commissioners of various levels. Under the terms of the tender announced for the design of the system, the FSIS will be built with the predominant use of Russian software.

Creation of a new FSIS

As CNews found out, a project has been launched in Russia to create a federal state information system for human rights ombudsmen (FSIS HRO). This follows from the information posted on the public procurement website.

In particular, on June 10, 2022, the Office of the Commissioner for Human Rights in the Russian Federation announced a tender for the design of software for this FSIS in the format of an open competition. The initial price of the contract is set at 54.3 million rubles.

Applications from applicants are accepted until June 27, 2022. Summing up is scheduled for July 5. The winner of the tender will have to complete all the work within 110 calendar days from the date of conclusion of the state contract.

The scope of work involves the formation of a draft terms of reference for the creation of the FSIS UPC, the technical design of the FSIS UPC, as well as the creation of a prototype system operating on the customer’s hardware stand.

FSIS of human rights ombudsmen is being created in Russia

CNews is awaiting comments from the Office of the Human Rights Commissioner in the Russian Federation regarding the possible timing of the entire project (taking into account not only the design, but also the creation of the FSIS) and its overall budget.

Background of the project

As the customer notes in the terms of reference for the tender under consideration, at present the current level of automation of the processes of the activities of human rights ombudsmen does not fully comply with modern requirements for process automation and does not allow to effectively solve problems in the conditions of the development of the digital society in Russia.

“The development of new information methods and tools for interaction between HROs, as well as with state bodies and other organizations, foreign ombudsmen, applicants, as well as citizens as part of the creation of a single digital ecosystem, will significantly reduce the costs and risks of the state, as well as improve the quality of comprehensive protection and the level of satisfaction of citizens, first of all, in terms of restoring violated rights, providing timely legal assistance to victims,” the document says.

It is assumed that the development of partnerships with government agencies and other organizations, foreign ombudsmen, applicants within a single digital ecosystem “will significantly reduce any costs and risks of the state, as well as improve the quality of service and the level of satisfaction of citizens in exercising their rights.”

Prehistory of the creation of FSIS

The idea of ​​creating the FSIS UHR, apparently, belongs to Tatyana Moskalkova, Commissioner for Human Rights in Russia. In an interview with Interfax published on April 13, 2021, she expressed her confidence that an important reserve for increasing the effectiveness of the work of HROs is the formation of their unified digital profile. “Work is underway to create a state information system for the UPS,” she said at the time. “This will help unify the information and digital systems of federal and regional ombudsmen and move to a new level of openness and transparency. I discussed this idea with the Prime Minister Mikhail Mishustinhe on the same day instructed the Ministry of Digital Development to consider including us in the Digital Economy national project with the allocation of appropriate funds.

She also mentioned the new system during her speech on April 22, 2022 at the expert council on the protection of human rights in the administrative process and in places of detention, which works under the Ministry of Internal Affairs.

The Ombudsman then reported that in 2021 the Office of the Human Rights Commissioner considered 2253 appeals from citizens, the rights of more than 11 thousand Russians were restored, wages in the amount of more than 38 million rubles were paid. employees of 21 organizations provided assistance to 4856 citizens on 180 housing complaints.

Purpose of the system

As follows from the terms of reference for the tender, the subject of automation within the framework of the project is the activity of the HRO, related to the restoration of violated rights of citizens by considering their complaints about the actions of officials of public authorities, with the improvement of Russian human rights legislation and bringing it into line with generally recognized principles and the rules of international law.

The activities of the Human Rights Commissioner for the implementation of legal education on human rights and freedoms, for the development of international cooperation in this area are also subject to automation.

Some technical details

The tender documentation states that the FSIS HRO should be a multi-user software package with different levels of user access to the processed information received as part of the participants’ performance of their functions.
