The customs authorities of Russia will have 200 workstations on processors with very low technical characteristics. According to a number of signs, by “underestimating” the parameters of the chips, the state customer seeks to attract solution providers based on Russian processors, including seven-year-old ones, to the auction. It is difficult to call the prices of computers low: their starting price exceeds 300 thousand rubles. a piece.

Workstations for customs

The Central Customs Administration (CTC) allowed the use of Russian processors in their new PCs, and not the newest ones. This follows from the terms of reference for the supply of “iron” in the procurement carried out by the department.

In particular, the specified clock frequency of all processors is set at 1.1 GHz, which corresponds to the characteristics of Intel chips from about 20 years ago.

Russian developers managed to achieve such indicators much later. In particular, Baikal Electronics announced the appearance of engineering samples of dual-core 28-nanometer MIPS-processors Baikal-T1 with a clock frequency of 1.2 GHz only in May 2015.

Based on other terms of reference (about them later), we can conclude that now the tender parameters from among the Russian chips conditionally available on the market correspond to Baikal-M and Baikal-S Baikal Electronics, as well as Elbrus-8C and Elbrus -8SV” company MCST.

For the most part, the parameters are similar to another MCST chip, a processor with the SPARC architecture – R2000. However, as an ex-employee of the MCST told CNews Maxim Gorsheninit does not satisfy another condition of the TOR – it does not support the architecture of the x86-64 instruction set, even in binary translation mode (which the customer literally allows, if we are talking about Russian chips), like the aforementioned Elbrus-8S and Elbrus-8SV.

The fact that the state customer is not against the use of domestic processors in the purchased workstations is also indicated by other direct indications in the TOR. In particular, it is established that the number of processor threads of the main computing module must be at least four, but “for Russian-made processors” this condition is “not required”.

At the time of publication of this material, the Central Customs Administration could not comment on the procurement parameters in terms of requirements for processors.

Purchase of CTU

The tender for the supply of 200 workstations (the customer periodically also uses the term hardware-software complex, PAK in the documentation) was launched by CTU on June 3, 2022 in the format of an electronic auction. The initial maximum price of the contract is set at 60.9 million rubles, that is, more than 300 thousand rubles. for one pack. It is possible that such a high price was influenced by the requirement to introduce a videophone into the PC case.

Applications from applicants were accepted until the morning of June 14. Summing up is scheduled for June 16. The winner will have to deliver the hardware to the Prioksky rear customs post in Kaluga within 80 calendar days from the date of the contract.

The tender documentation says that the computers being purchased are intended to replace physically and morally obsolete equipment currently operated by the customs authorities, including for organizing unified jobs when officials move to other facilities.

Parameters of purchased workstations

As follows from the TOR, each of the 200 complexes purchased by the CTC must include a thin client to access the resources of the Unified Automated Information System of Customs Authorities (UAIS TO) and the Internet. In addition, the HSS should include a monitor, keyboard, mouse, peripheral device switch, and a SIP videophone built into the thin client case.

The thin client must contain two computing modules. In the main one, you must install a processor with at least four cores, in the additional one – at least two.

The type of RAM is not lower than the DDR3 standard. The amount of installed RAM is at least 4 GB, the capacity of the system drive is at least 16 GB for each compute module.

The built-in SIP videophone must have a handset with a built-in microphone and speaker and an RJ11 connector for connecting to the base, as well as a color LCD display with a resolution of at least 1280×720 pixels.

The PC must be pre-installed with OS, system software and software for centralized management and monitoring. All programs must be included in the register of domestic software under the Ministry of Digital Development, or in the register of the EAEU.
