The Unified Portal of State and Municipal Services (EPGU) will soon be able to file complaints about fraudulent phone calls made using spoof numbers. As reported by the Interfax agency, the Deputy Minister of Digital Development Alexander Shoitov said during a round table held in the Federation Council on the topic of information security.

As Shoitov explained, a citizen who suspects that he received a fraudulent call from a replacement number will be able to file a corresponding complaint with EPGU. After that, the Ministry of Digital Transformation will check this call and identify the operator who potentially spoofed the number. If the fact of number substitution is revealed, information about the violation by the telecom operator of the requirements established by the Law “On Communications” will be sent to Roskomnadzor for taking appropriate measures against the operator that allowed the number substitution.

In addition, the Government is currently considering a bill that establishes for operators the obligation to provide the Ministry of Digital Development with the information necessary to prevent the threat of a spoofed number and counteract telephone fraud using the Public Services Portal. The project also expands the list of obligations already established by the Law “On Communications” to stop operators from allowing such traffic into their network.

Costs of establishing a system to combat telephone fraud

The federal project “Information Security” of the national program “Digital Economy” involves the creation of an information system for identifying fraudsters using IP telephony and blocking calls. The project is supervised by the Ministry of Digital Development, and the federal budget will allocate 1.2 billion rubles for the creation of the system in the period up to 2024. This system should allow detecting fraudulent calls at the level of telecom operators and prevent mass calls to subscribers.

Legislative ban on phone substitution and related fines

In the Law “On Communications”, back in 2017, a norm appeared that obliges telecom operators to transmit the number unchanged when initializing their call subscribers. This applies to both regular phone calls and SMS messages and voice calls from data networks (IP-telephony).

In 2021, the law was supplemented by a regulation on the creation by Roskomnadzor of a system for ensuring compliance by telecom operators with the requirements for the provision of communication services for passing traffic in the public telecommunications network (SOSOTS). Telecom operators must connect to the specified system, send the required information to it and receive the necessary data.

The telecom operator must terminate the provision of traffic transmission services if, when using SSOT, it is established that there is no information about the initiation of a connection between subscribers, including when sending an SMS. The exception is when the connection is initiated from abroad and is accompanied by a numbering that matches the foreign system and numbering plan.

Also, the basis for terminating the provision of services is the initiation of a call from the network of a foreign operator, accompanied by a numbering corresponding to the Russian system and numbering plan. An exception is the establishment of a connection by a Russian subscriber who is roaming abroad. Another reason for terminating the provision of the traffic transmission service is the lack of information about the subscriber number or the unique code of the subscriber who initiated the connection, including for sending an SMS message, from the operator who initiated the connection.

Later, the Code of Administrative Offenses was supplemented by a provision on the punishment of telecom operators for substituting a telephone number. For legal entities, the amount of the fine is 500-800 thousand rubles. In the event that the telecom operator does not stop providing communication services for passing traffic with the substitution of a telephone number, and also does not connect to SOSOT, the amount of the fine for it will be from 600 thousand to 1 million rubles.

Three departments fight against phone number spoofing

It should be noted that in addition to the Ministry of Digital Transformation, other departments are also involved in the fight against fraudulent calls. Earlier, the State Enterprise Main Radio Frequency Center, subordinated to Roskomnadzor, ordered a study on combating the substitution of telephone numbers. The press services of the Ministry of Digital Transformation and Roskomnadzor did not respond to CNews’ requests regarding whether Roskomnadzor’s developments would be used in the implementation of the announced opportunity to complain about suspicious phone calls.

In 2021, the Federal Antimonopoly Service (FAS) reached an agreement with the Big Four mobile operators – VimpelCom (Beeline trademark), Mobile Telesystems (MTS), MegaFon and T2 Mobile (Tele2 trademark). ) on coordinating efforts to combat telephone spam. Recently, the FAS announced the possibility for subscribers to complain about phone calls and SMS messages of an advertising nature.

Reduction of telephone fraud after the start of a special operation in Ukraine

Alexander Shoitov notes that from February to March 2022, after the start of Russia’s special military operation in Ukraine, the level of telephone fraud decreased by more than 60% compared to the same period in 2021. However, already in April-May 2022, it began to be observed again an increase in the number of phone calls to Russian citizens with signs of embezzlement. “The vast majority of them are performed by number substitution, while the substitution is performed at internal junctions between Russian telecom operators,” Shoitov added.

Expert opinion

It is possible to create a system for blocking fraudulent and spam traffic, according to MCN Telecom, but this will be a rather complex technological task that requires resources, so implementation may not be quick. “To solve this problem, technologies are used that are designed to combat caller ID spoofing in public telephone networks,” the company says. – For example, the STIR/SHAKEN protocol system, which is already being implemented in some countries, involves adding a digital certificate to the call: each phone call is signed with an electronic signature, which makes it possible to prevent the caller’s number from being spoofed. To implement this mechanism, the participation of a certification center is required, which will verify the issued electronic signatures in real time.
