The government is going to excommunicate the Analytical Center for the Government of the Russian Federation ANO from the management of the Digital Economy national program. Among the responsibilities of the center, including the assessment of projects and passports of the federal projects of the national program, as well as requests for their changes. From 2012 to 2020, the center was headed by the ex-head of the Ministry of Digital Arts, Konstantin Noskov. The responsibilities of the center will be entrusted to the Ministry of Digital Development, which prepared the corresponding draft of the changes.
Weaning the AC from the national project
ANO “Analytical Center for the Government of the Russian Federation” (ANO AC) will be excluded from the management of the national program “Digital Economy”. The functions of the project office will be transferred to the Ministry of Finance. The changes are spelled out in the draft government decree published on regulation.gov.ru on December 29, 2021. The draft was prepared by the Ministry of Digital Science.
According to the explanatory note, a departmental project office will be created in the ministry, to which the powers of the AC will be transferred. Thus, the Analytical Center evaluates the draft passports of the digital economy federal projects and requests for their change for compliance with the goals and guidelines. The AC also requests from the responsible participants of federal projects documents on the progress of planning and implementation of the national program and its federal projects and, inter alia, participates in the preparation of reports on federal projects.
At the time of publication of the material, the Ministry of Digital Science was unable to comment on CNews’ reason for excluding ANO AC from the management.

The Analytical Center under the Government is engaged in operational information and analytical support and expert support for the Government’s activities on the main issues of the country’s socio-economic development. He cooperates with Russian regions, national and international organizations and research centers.

National project “Digital Economy”
The Digital Economy program was approved by the government in the summer of 2017, and in May 2018 it was transformed into a national program. In its current form, the digital economy national program consists of seven federal projects.
