“Special equipment and communications” of the Ministry of Internal Affairs broke the 245 millionth contract with the company, which was supposed to carry out ROC for it on the creation of an IT system designed for information exchange between various government departments. With its help, citizens would be able, for example, to promptly receive criminal records. The rejected contractor went to court.
Breaking the contract of the Ministry of Internal Affairs
As CNews found out, the IT structure of the Ministry of Internal Affairs tore up a huge contract with its contractor to carry out development work (ROC) “Creation of a service for maintaining and using centralized operational reference, forensic and search records, formed on the basis of the internal affairs bodies of Russia.” This follows from the contract card and documents of the Moscow Arbitration Court.
The contract for these works was received by AMG Business Solutions in July 2020 following the results of a thematic tender. The direct customer of the work was the “Special Equipment and Communications” organization of the Ministry of Internal Affairs. In early June 2020, she announced an open tender for R&D with an initial contract price of 256.1 million rubles.
The Sozvezdie concern, a member of Rostec, with a price offer of 250 million rubles, unsuccessfully tried to compete for the winner. The AMG Business Solutions application turned out to be more attractive. The winning bid was RUB 245 million.

The deadline for the execution of the concluded contract was set on November 30, 2022. However, on September 27, 2021, the customer decided to unilaterally refuse to execute the agreements. As follows from the contract card on the public procurement website, it was broken on October 18, 2021.
The reason for the termination is stated as “failure to comply with the terms”. If the data in the card correspond to reality, then the customer did not manage to transfer any funds for the work to his contractor.
Apparently, “AMG Business Solutions” was not satisfied with this course of events, because on October 27, 2021, the company filed a lawsuit against its former customer in the Moscow Arbitration Court. The purpose of the claim is “to recognize the unilateral refusal to execute the contract as invalid”. The date of the conclusion of the contract indicated in the claim leaves no doubt that the proceedings are connected precisely with the above-mentioned ROC. The next court hearing is scheduled for February 14, 2022.
At the time of publication of this material, representatives of the “Special Technique and Communications” of the Ministry of Internal Affairs and “AMG Business Solutions” could not comment on the situation to CNews. Questions remained unanswered about the reasons for the disagreement between the customer and the supplier and whether any part of the work was completed and accepted.
What was required to be done during the OCD
The ROC in question in the tender documents was assigned the code “IBD-F 2.0” with a note that the work belongs to the state defense order (SDO). At the same time, the ROC was to be carried out in the interests of the Main Information and Analytical Center of the Ministry of Internal Affairs.
The purpose of the ROC is to develop a service for the maintenance and use of centralized operational reference, forensic and investigative records, formed on the basis of the internal affairs bodies – “in the interests of increasing the level of information support for the activities of internal affairs officials based on the use of modern IT and ensuring high-quality, timely and complex data processing “.
During the development work, it was required to develop software for the centralized maintenance of various records. This was supposed to significantly reduce the time spent by citizens for obtaining various kinds of certificates as part of the provision of state services to them.

Among these certificates are certificates of the presence or absence of a criminal record or the fact of criminal prosecution, certificates of whether or not a person is subjected to administrative punishment for the consumption of narcotic drugs or psychotropic substances without a doctor’s prescription or new potentially dangerous psychoactive substances. The service also provided for affixing an apostille (seal) on official documents to be exported outside Russia, with the envisaged interaction with multifunctional centers for the provision of public services (MFC).

It was assumed that the system would allow processing requests and ensure interaction with the information systems of executive authorities using the system of interdepartmental electronic interaction (SMEV 3.x or higher) in the provision of public services, as well as ensure interaction with the unified portal of public services (EPGU).
