IT in the public sector

The new information system automatically detects sites that are disguised as official resources of government agencies, companies, popular marketplaces and social networks. This was reported to CNews by representatives of the Ministry of Digital Development.

On phishing sites, fraudsters illegally obtain users’ personal data, offer malicious software for download, sell non-existent services, using various social engineering approaches to deceive citizens. This causes serious damage to users and creates reputational risks for organizations whose domains are copied by scammers.

Features of the anti-phishing system

The system monitors suspicious website activity and allows you to: receive information about phishing websites from third-party sources; track new, re-registered and transferred domains at a speed of up to 1 million addresses per hour; save information about suspicious resources in the database for subsequent checking for phishing; stop the activities of phishing sites in the automated interaction of government agencies.

Trial operation results

The system detected 30,000 suspicious resources in two months of trial operation. These are sites that are copies of government resources, online casinos, fake accounting services, sales of fake tickets, documents, etc.

9000 blocked (delegated) sites with confirmed phishing.

Where to report phishing sites

If a citizen suspects phishing activity on the website or has become a victim of scammers, they should report the incident on the website paf.occsirt.ru.

This information will be sent to the monitoring system, which will check the site for phishing.

The system was developed by Rubitekh LLC under a state contract with the Ministry of Digital Development. Now the operator of the new system is the Integral Research Institute, subordinated to the Ministry of Digital Development. The development of the system and the deployment of the infrastructure cost the state budget 240 million rubles. The system is scheduled to be put into commercial operation in the summer of 2022.
