In Russia, a government commission will be created to determine the list of free socially significant information resources, access to which is provided by telecom operators without charging a subscriber fee. The Commission, based on the proposals of the Ministry of Digital Development, will make decisions on the inclusion of this or that online resource in the list of socially significant sites. “This means that viewing information on such sites, for example, photo and video materials, will not be reflected in traffic, and it will be possible to access them even with a zero account balance,” the Government said in a statement.
Among other things, the commission will make decisions on the exclusion of information resources from the list, the document says.

The composition of the commission will be approved by the Government in the near future. The new commission will be chaired by the Deputy Prime Minister in charge of state policy in the field of media and mass communications. The federal law on providing free access to Russian socially significant Internet services was adopted in August 2021. The document was submitted to the State Duma for consideration in December 2020 as part of the Accessible Internet project. It was initiated by the President of Russia Vladimir Putin back in January 2020, that is, it took the deputies almost a year to prepare the document.
In April 2020, the Ministry of Digital Science announced the launch of an experiment with free access for Russians to socially significant sites. In December 2020, its term was extended until June 2021, and later – until December 1, 2021. The list of socially significant resources includes, among other things, websites of ministries and state authorities, a portal of public services, social networks (VKontakte, Odnoklassniki), postal services (Mail.ru, Yandex.Mail, Rambler / Mail ), search engines Yandex, Rambler and Mail.ru, online media and news aggregators (RBK, Lenta.ru, Gazeta.ru), etc.
